Does anybody know if it is OK to spread ashes at Mission San Juan Capistrano?

No. You have to apply for a special permit and in most cases it will NOT be given. There are services that do what you are asking..but not exactly what you are asking. There are fines imposed for people caught doing exactly what you are describing. Contact the local City Council.
